Cases like the one where Ombudsperson Fauzia Viquar from FOSPAH fined a CEO Rs. 50,000 confirmed her concern. Misusing surveillance to intimidate staff creates a hostile work environment.
In this case, the complainant even received CCTV images directly, which clearly crossed the line. The ombudsperson reviewed the evidence and found the practice unnecessary, discriminatory, and harassing. This shows how leadership conduct affects an entire institution. When a CEO faces formal censure and must compensate a victim, it sends a clear message: workplace dignity is non-negotiable.
I have seen how enforcing reforms, forming inquiry committees, and publicly displaying a code of conduct in English and Urdu can make workplaces safer. FOSPAH reminded everyone that harassment is not limited to inappropriate advances. Any action that undermines dignity, invades privacy, or instills fear counts as harassment.
This ruling reinforced that organizations should never weaponize surveillance. When companies emphasize respect, recognize employee rights, and follow guidance from bodies like the ombudsperson’s office, they can transform workplace culture for the better.
