The federal government has once again demonstrated its resolve to tighten oversight over benami transactions by reshaping the Benami Adjudicating Authority in Islamabad. According to a recent notification issued by the Federal Board of Revenue (FBR), the federal cabinet has approved new appointments for a term of three years, with each Member serving until they reach the age of 62. Personally, having worked around tax and compliance systems, I know how such administrative changes can rejuvenate Authority’s operations and improve efficiency in enforcing financial laws.
The Case No. 694/Rule-19/2025/919, dated October 3, 2025, officially marks the new chapter for the Authority. Waqar Ahmad, a retired BS-22 officer, now assumes the role of Chairperson, while Zahoor Ahmad, also a retired BS-22 officer, and Abdul Majid Yousfani, a retired PCS/BS-21 officer, have been appointed as Members. These officials bring years of public sector experience, which, in my view, adds immense credibility to the Authority’s operations.
It’s worth noting that this decision by the government comes amid growing emphasis on transparency and enforcement of anti-benami laws. As someone familiar with policy implementation challenges, I can say that such steps often strengthen institutional integrity and help streamline the process of adjudicating cases under the Benami Transactions (Prohibition) Act. These laws, though complex, are pivotal in deterring illegal property acquisitions and improving financial dealings.
The Authority, backed by the Federal Board of Revenue, plays a vital role in ensuring the implementation of the act. Each Member is expected to interpret and enforce rulings that directly impact asset disclosures and curb shadow ownership. I’ve observed how, in similar contexts, well-structured leadership teams have turned legal enforcement bodies into efficient watchdogs that enhance credibility and transparency simultaneously.
Through its renewed leadership, the Benami Adjudicating Authority is setting a precedent for institutional strengthening. With competent officials like Waqar Ahmad, Zahoor Ahmad, and Abdul Majid Yousfani, the Authority appears poised to refine its focus on enforcement and implementation — vital elements for restoring efficiency in financial dealings and the fair handling of benami transactions.
